City 14 is or was a Combine-controlled city like City 17 mentioned in Half-Life 2 by a Citizen in the City 17 Trainstation waiting hall.

All that is known about City 14 is that Wallace Breen's Breencasts happen often there as well, but it is possible that Breen's broadcasts are relayed to all cities.

- The train schedule in the station waiting room shows no 14 between 13 and 15. If "C" stands for "City", City 14 is indeed missing from the schedules for unknown reasons.
