Harold was a scientist who worked at Black Mesa and was killed by HECU troops during the Black Mesa Incident. He appears only in Half-Life: Blue Shift, though he is mentioned in Half-Life: Decay.
Before the incident took place, Harold warned his close friend Stanley Rosenberg that the anti-mass spectrometer (Which was designed by Rosenberg) might be pushed beyond safe limits during its test that day. Rosenberg discussed the matter with fellow scientist Richard Keller, but Keller had no power to change the operating levels because the administrator was quite adamant that the anti-mass spectrometer run at the levels he set for it.
At the start of the incident, Harold met with Rosenberg and Rosenberg's assistants Walter Bennet and Simmons. They formulated a plan of escape which would bring them past not only the Xen wildlife, but the HECU troops as well.
The plan was that they would escape to the prototype teleporter in an old sector of the lab, and then use it to escape to the surface. They would then use a Black Mesa SUV to escape from the facility.
Unfortunately, Harold was separated from his allies in an ambush, and hid in an office. Two HECU troops soon found him, though, and fired on him. Fortunately, security guard Barney Calhoun was on the scene, and defeated both soldiers. Harold thanked Barney for his assistance, but was too wounded to help him. He revealed Rosenberg's plan of escape to Barney, and then expired.
Barney relayed the news of Harold's demise to Rosenberg and his assistants. Rosenberg and Bennet, in particular, were affected by the news of Harold's death.
