New Little Odessa (also known as N.L.O.) is a small Resistance settlement on the coast named after 'Colonel' Odessa Cubbage, the leader of the Resistance group based there. It is seen only in the Highway 17 chapter of Half-Life 2.

[edit] Overview
New Little Odessa appears to have been a small oceanside community before the Combine invasion. Like many other resistance bases along the coast, New Little Odessa has several docks that are not near water, which serves as more evidence that the Combine are indeed draining Earth of its resources.
The settlement consists of two houses, a couple of storage sheds and a lookout tower. The first and most significant house is two-story and contains a headquarters and radio in the basement. The ground floor is used for recreation and sleeping quarters. The first floor is empty, with most of the roof missing. The second building is a one room house used as a barracks.

When Gordon Freeman passed through New Little Odessa during his journey to Nova Prospekt, he arrived just in time to help defend the village against an attacking Combine Gunship. Using an RPG supplied by Cubbage, Freeman succeeded in destroying the gunship, though not in time to save the base lookout. When the fighting was over, Freeman went on his way.
Since the G-Man can be observed speaking to Colonel Cubbage before Gordon's arrival, it is possible that he delivered the Rocket Propelled Grenade Launcher to Cubbage to help his soldiers fight off the incoming Gunship. Further supporting this theory is the fact that Cubbage is giving a lesson to his troops on how to operate the launcher when Freeman arrives which would most likely have already been given if they'd had the launcher for some time already. Like most characters who have been seen interacting with the G-Man, Cubbage makes no reference to him when speaking in Freeman's presence.
Prior to the aerial attack, a squad of Combine Overwatch forces in the area had been observing the base from across the bay using a portable long-range scope; it is possible they were preparing a ground assault on the settlement.
Dialog in Half-Life 2: Episode One suggests that Odessa later took credit for the destruction of the Gunship, and made no mention of Freeman's presence or actions.

- New Little Odessa is probably some descendant of the cut Vance Headquarters, filling the same role somehow, but along the Coast instead of in City 17.[1]
